GENERAL/STORY:
A wealthy arms
dealer who
wanted power, even though he was already rich enough to own the aircraft
carrier Blacknoah. He fought Goenitz
and survived, but lost an eye. Impressed, Goenitz gave him part of the
Orochi power. Rugal hosted the '94 tournament. At the end, he was killed
and his carrier sunk. He was resurrected as "Omega" Rugal next year, but
this time the Orochi powers killed him and he blew up for good. Mature
and Vice are former secretaries of Rugal.

REVIEW:
The original KOF
boss is a classic, whether you like him or hate him. Not an all time favorite
of mine, but he does have a certain coolness about him... Especially in his
later renditions. Capcom VS SNK Rugal is my favorite rendition of
him, with his KOF2002 version a close second. Gotta admit his "kaiser
wave" is also a badass move... Perhaps one of the coolest fireball techniques in
fighting game history! That's one big ass fireball I tell you.
